Post-Matric Scholarships Scheme for Minorities : Application Form | Notification:

Takes cognizance of the Post-Matriculation Scholarship Scheme offered to the Under-Privileged Children offered by Prime Minister Office offered Center-State Sponsored Post-Matric Scholarship Scheme for Minorities and would like to briefly state in respect of award / grant of the Post-Matric Scholarship for Minorities:

Post-Matric Scholarship For Minorities 2017

Unlike the Scholarship for Scheduled Castes and Scheduled Tribes, there are a fixed number of the Scholarships for Minorities is small and limited. The Students from Below-Poverty-Line (BPL) Families, having the Lowest Income shall be given Preference in Ascending Order. The Renewal Applications would be fully exhausted before the new applications are considered.

The Objective of the Prime Minister Scholarship Scheme is to award Scholarships to Meritorious Students belonging to Economically Weaker Sections (EWS) of the Minority Community so as to provide them better opportunities enabling them pursue Higher Education, increase the Rate of Attainment in Higher Education and to enhance their Employability in the Public and Private Sectors.

Announcement Of Scheme:

The Scheme will be announced by the concerned State Government / Union Territory Administration well in time, by giving Advertisements in the leading Language Newspapers and Local Dailies / Vernacular and by using other suitable Publicity Media.

Eligibility Conditions:

The Scholarship will be awarded to the Students who have secured Minimum 50% Marks or Equivalent Grade in the previous Final Examination and the Annual Income of their Parents / Guardians from all Sources does not exceed Rs.2.00 Lac.

Procedure for Selection:

Unlike the Scholarship for Scheduled Castes and Scheduled Tribes, there are a fixed number of the Scholarships for Minorities is small and limited. Scheme Of ‘Post-Matric Scholarship’ For Students Belonging To The Minority Communities

Objective:

Award of the Post-Matriculation Scholarship for Minorities is aimed at encouraging Post-Matric Level and Higher Courses at Post Graduate, Master of Philosophy / Doctorate of Philosophy Levels.

The Scheme will facilitate their Educational attainment and provide a Level Playing field in the Competitive Employment arena. Empowerment through Education, which is one of the Objectives of this Scheme, has the potential to lead to Uplifting of the Socio-Economic Conditions of the Minority Communities.

Scope:

The Scholarship is to be awarded for the Studies in India in a Government or Private Higher Secondary School / College / University, including such Residential Institutes of the Government and Eligible Private Institutes selected and notified in a transparent manner by the State Government / Union Territory Administration concerned. It will also cover Technical and Vocational Courses in Industrial Training Institutes (ITIs) / Industrial Training Centers Affiliated with the National Council for Vocational Training (NCVT) at Classes XI and XII Level.

(i) Classes XI and XII including Technical and Vocational Courses of 11th and 12th Class Level. Rs. 380/- P.M. Rs. 230/- P.M.
(ii)  Courses other than Technical and Professional Courses at Under Graduate  and Post Graduate Levels Rs. 570/- P.M. Rs. 300/- P.M.
(iii) M.Phil and Ph.D. (For those Researchers who are not awarded any Fellowship by the University or any other Authority Rs.1200/- P.M. Rs. 550/- P.M.
*Hostellers include the Students who are not staying in the Hostel of the School / Institute concerned but are staying as Paying Guest (PG) or in the Rented Accommodation in the Towns / Cities, which are not the places where their Parents reside.

Distribution of the Scholarships:

Muslims, Christians, Sikh, Buddhist, Jain and Zoroastrians (Persians) have been notified as Minority Communities under Section 2 (C) of the National Commission for Minorities Act (NCMA), 1992. Distribution of the Scholarship among the States / Union Territories shall be made on the basis of population of the above notified Minorities in the States / Union Territories of Census 2001.

Earmarking of the Post-Matric Scholarship For Girl Students:

30% of the Scholarship will be earmarked for the Female Students. In case Sufficient Number of the Eligible Girl Students are not available; then Remaining Earmarked Scholarships may be awarded to the Eligible Boy Students.

Scholarship Duration:

The Scholarship shall be provided for the entire Course. However, Maintenance Allowance will be given for a period not exceeding 10 Months only in an Academic Year.

Renewal of Scholarship:

The Scholarship, once awarded, may be renewed during next Academic Year of the Course on the production of Certificate that the Student has secured Minimum 50% Marks.

PMSS Scholoarship For Miniorites 2017 Application Form

The concerned State Government / Union Territory Administration will supply the Application Forms, till such time Computerized Systems are made Operational by the State Governments / Union Territory Administrations. The Application Forms should be received back along with Requisite Certificates / Certifications within the stipulated period.

Conditions For Scholarship:

  1. The Scholarship will be awarded to the Students who have secured not less than 50% Marks or Equivalent Grade in the Previous Final Examination and the Annual Income of their Parents / Guardians from all Sources does not exceed Rs.2.00 Lac. Unlike Scholarship for Scheduled Caste and Scheduled Tribe, there are a fixed number of the Scholarships for Minorities and, hence, Preference for Selection has been laid down. The Students from Below Poverty Line (BPL) Families, having the Lowest Income shall be given Preference in the Ascending Order. The Renewal Applications would be fully exhausted before new Applications are considered.
  2. Award of Scholarships shall be discontinued if any Student fails to secure Minimum 50% Marks or Equivalent Grade in the Previous Final Examination. The Scholarship will not be awarded for more than the normal period of time taken to obtain Certificate / Degree / M.Phil Degree / Doctorate Degree.
  3. The Scholarships will not be given to more than Two Students in a Family.
  4. The Students should be Regular in Attendance for which the Yardstick would be decided by the Competent Authority of the School / College / University.
  5. Migration of the Students from one Institution to another would not normally be allowed during the Course of the Academic Year except under exceptional circumstances and in the interest of the Student’s Academic Career.
  6. If any Student violates any other Terms & Conditions of the Scholarship, then the Scholarship may be suspended or cancelled. The State Government / Union Territory Administration might also directly cancel Award of Scholarship if duly satisfied of the reasons of violation of these Regulations governing the Scholarship Scheme.
  7. If any Student is found to have obtained a Scholarship by way of False Statement / Certificates, then his / her Scholarship shall be forthwith cancelled and the Amount of the Scholarship paid would be recovered / forfeited, at the discretion of the State Government / Union Territory Administration concerned.
  8. Course Fee / Tuition Fee and Maintenance Allowance will be credited directly to the Student’s Bank Account.
  9. The State Government / Union Territory Administration will maintain a separate Account and Records relating to the Funds received from the Ministry and they will be subjected to Inspection by the Officers of the Ministry or any other Competent Agency designated by the Ministry.
  10. The Student obtaining benefits under this Scholarship Scheme shall not be allowed to avail of the Benefits under any other Scholarship Scheme implemented by the State Government / Union Territory Administration, for the same purpose.
  11. The State Government / Union Territory Administration shall constitute a Committee of the Departments implementing such Scholarship Schemes to ensure that the Students from the Minority Community, who may also belong to Scheduled Caste / Scheduled Tribe / Other Backward Classes Category, does not avail of the Scholarship from other Sources for the same purpose and avail only from one Source.
  12. The Fund for distribution of the Scholarships in the subsequent Years will be released after receiving the Utilization Certificate for the Previous Year.
  13. The Scheme would be evaluated at regular intervals by the Ministry or any other Competent Agency designated by the Ministry and the cost of the Evaluation Study will be borne by the Ministry under the Provision of the Scholarship Scheme.
  14. The State / Union Territory concerned shall place all the relevant Details of Financial and Physical Achievements on their Website.
  15. The Regulations can be changed at any time at the discretion of the Government of India.
  16. The State Government / Union Territory Administration concerned will be responsible for processing and scrutinizing the Applications submitted by the Students (as per the Work Flow opted) and send the proposal of the Eligible Students Online to the Ministry for Sanction of the Scholarships as per Timelines.

Procedure For Applying:

(i) The Scholarship Scheme is implemented through a National Scholarship Portal (NSP). It is mandatory for all students to apply Online on the Website of this Ministry.

(ii) The List of the Documents to be scanned & uploaded for both Fresh and Renewal Scholarships as under:

  1. Student Photo (Mandatory).
  2. Institution Verification Form. (Mandatory).
  3. Self-Declaration of Income Certificate by the Student. (Mandatory).
  4. Self-Declaration of Community by the Student. (Mandatory).
  5. In case of Fresh Case: Self-Attested Certificate of ‘Previous Academic Mark Sheet’ as filled in Form. (Mandatory).
  6. In case of Renewal Case: Self-Attested Certificate of the Previous Year Mark Sheet as filled in the Form. (Mandatory).
  7. Fee Receipt of the Current Course Year. (Mandatory).
  8. Proof of Bank Account in the Name of the Student. (Mandatory).
  9. Aadhaar Card (Optional).
  10. Residential Certificate. (Mandatory).
